Improve the index build time with append-only writes during initial index build even when circular-writes is the write mode for the index

    Description

      The initial index build times are slower in watson for standard global indexes with circular writes vs append-only writes. Append only writes end up with a much larger size for the index file as compaction cannot keep up with index build (about 4x larger than circular writes), however the total build times with append-only writes are shorter.
      The proposed improvement is to use append only writes during build phase with a final compaction before the index goes online even when the write mode for the index is set to circular writes.
