XDCR checkpointing : ep-engine does not generate vb_uuid after remote node crash

    Description

      1. Create XDCR - unidirectional
      2. Add some mutations and record vb_uuid and seq no
      3. Kill memcached process at remote end
      4. Check vb_uuid, it remains same after remote server crash

      This is a regression. similar issue was verified for 3.0 - MB-11085
