cbdocloader not Importing Design Docs from Disk

When using cbdocloader and loading files from disk, the documents are loaded, but the design docs are not, and are silently skipped. Loading from a zip file works as expected.

To reproduce:

• Unzip beer-sample.zip into a directory
• Use cbdocloader to load the documents from the file system
• Note that there are no views created
