[CX] Filtered shadow datasets

Be able to create a shadow dataset that takes only a subset of the bucket with a syntax similar to GSI with the where clause.

1. extend the syntax.
2. extend the metadata.
3. generate plan with the filters.

Note: there should be 1 job per bucket. the stream will fill all the shadow datasets created for that bucket
