[CX] Intermittent: Asterix Cluster is in UNUSABLE state.\n One or more Node Controllers have left or haven't joined yet

Running multiple tests against same server which had couchbase and analytics installed resulted in this error during creation and connection of bucket.

The test restarts couchbase server every time and tries to create connection and shadow dataset everytime and then run queries.No bucket is deleted.
