Description
If the ulimit for the Northscale user is set to less than 10240 (either by default or via the /etc/security/limits.conf) file, we say that the server started but memcached continuously crashes.
We should print a message to the user when starting that we failed to increase the ulimit. Also, we should print a better log message and not try to continuously start memcached.
