Handle control_request ack from producer correctly and leaks in stream_info queue

control_request acknowledgement from dcp producer is not handled correctly from dcp client in view engine. As a result control request is always lingering in the pending_requests dictionary store
Also buffer ack was not sent when a new waiter was added.

There was a potential leak in stream_info queue when add_stream and remove_stream erred out.
