Must have permanent link to "Setting Up NTP" docs from Conflict Resolution warning in the UI

We need a link to the doc to explain to users how to set up NTP correctly so that they get the last write wins semantics that they want when they set up a LWW bucket. The link should open in a new tab.

This link needs to be permanent - it always needs to work, even as we change the doc website.
