Administrator password is not reencrypted on date key rotation

    Description

      1. Setup cluster, check with config.dat if the password is encrypted
      2. Change the password using couchbase-cli reset-admin-password
      3. Now reload the rotate-data-key using the command
      ./couchbase-cli master-password -c localhost:8091 -u Administrator -p password --rotate-data-key

      Expected Result - Administrator password should be re-encyrpted on rotation of data key.
