Remote cluster ref cannot rorate on target nodes when target is elastic search

    Description

      MB-22832 rotates active node in remote cluster ref among target nodes for load balancing purpose. This creates an issue when target cluster is elastic search since es plugin may return different vb server maps when different target node is used. The issue in es plugin is recently fixed by David. It may not be realistic to ask all customers using es to upgrade to the latest es plugin version, though.

      The planned fix is not to do active node rotation when the target cluster is es. This fixed is needed in both spock and 4.6.2, where MB-22832 has been delivered to.
