[FTS] Windows: Sometimes, index creation gets stuck when more than one index is created

The test creates 3 buckets, loads till dgm and then quickly creates 3 indexes.
The index on default bucket gets created successfully and indexes all data
The index on sasl_bucket_1 and standard_bucket_1 are stuck forever in index creation phase.

Steve looked at the live environment, tried to update one of the stuck indexes and lo, things started working as intended.
