projector panic during gsi rebalance

Steps to Repro:
1) Have a 6 node cluster : kv-kv-kv-index-index-n1ql
2) Enable autofailover.
3) stop the couchbase server on one of the kv nodes and wait for autofailover.
4) After auto failover do a a rebalance out of 2 nodes (autofailed over kv node and 1 index node)

The panics seen are:

1) panic: Get http://127.0.0.1:8091/_metakv/indexing/settings/config: Unable to find given hostport in cbauth database: `127.0.0.1:8091'
2) panic: Get http://127.0.0.1:8091/_metakv/indexing/settings/config: CBAuth database is stale: last reason: dial tcp 127.0.0.1:8091: getsockopt: connection refused
