[FTS] save draft versions of index definitions

User may be working on defining an index for a long time.  If left overnight (or for what period of time?) the Admin console will timeout and logout user, losing the work-in-progress.

Suggestion here is to save indexes, in a disabled state, at a given time interval or before logout from UI happens.
