[Monitoring UI] Cancel button doesnt work for active requests in monitoring tab

1. Go to Active Requests tab in Monitoring.
2. create an active request which takes more than 1 second.
3. It shows up in active requests.
4. Try cancelling it, the status shows as cancelling but the request is not cancelled.
