statistics are too precise, and yet inaccurate

    Description

      When running a once a second load (a common thing for a developer to do), the UI will constantly switch back and forth from 1 ops per second and 0.999 ops per second.  It'll occasionally visit 0.995 ops per second.  

      The workload is definitely not doing this.  At the one-second-resolution view, perhaps it'd be better to round this to the hundreth which would make this go away?

      Note there are also occasional stats dropouts:
