Spock: non-admin password change brings cluster offline

    Description

      2 node Spock Beta Cluster. As a non-cluster administrator user, in this case a local bucket admin named 'jackson',
      if I use the UI to change my password (top right, Reset password) and set the new password to the same password it already is, the whole cluster goes offline and the babysitter doesn't respawn it. I believe it might be secrets management generating new credentials failing ?
