I have rebalanced a cluster a couple of times, and each time the disk persistence queue seems to go up (by half the amount of items in the cache) and stay there "forever". See attached screen shot which shows the impact of 2 rebalance operations. The increase in items in the persistence queue seems to happen AFTER the rebalance operation completes...maybe due to replicas starting to transfer or something...no idea.
