Revert "MB-25235: Temporarily disable mandatory DCP_NOOP for v5 features" 

View-engine has now enabled DCP_NOOP so we can re-enable this feature. 

This reverts commit ad9d4337dd40ed7fdb0cf313c227b2e520958e1d.
