Implement timestamp montoring

Implement a background timestamp monitoring agent which can detect scenarios where timestamp processing is stuck and appropriately log error messages for better troubleshooting.

As a example, the issue seen in MB-25037 or MB-20510 is difficult to troubleshoot without knowing the exact missing sequence numbers.

Monitoring needs to cover initial build, stream merge and maintenance stream processing.
