Rebalance fails with reason Rebalance exited with reason {service_rebalance_failed,index, {linked_process_died, {no_connection,"index-service_api"}}}

This issue was noticed on the rerun of some failed jobs when trying to create a cluster with Index nodes. 

Steps to Repro(Not able to it manually):

1) Add 4 nodes of kv,kv,index,index to (n1ql:kv) node (seen in other combinations as well)

2) Rebalance.

Rebalance fails with "Rebalance exited with reason {service_rebalance_failed,index, {linked_process_died,<20129.32038.0>, {no_connection,"index-service_api"}}}"

Incidentally we ran the same set of tests on the same build 2 days back and we never hit into this issue once(Although the set of vm's used would be different because of server pool).

Logs attached.

Log was not collected by the automation from one host(172.23.121.144).
