Add curl_whitelist parameter to allow setting whitelist via UI/ns-server settings POST.

    Description

      When using cURL in N1QL a whitelist of URLs must be provided,

      this is manually added updated to each query node, in order to defend issues where the whitelist is different on each node or to debug issues where specific URLs cannot be reached it would be useful to grab the whitelist file in cbcollect.
