DCP does not send EndStream messages for client-initiated stream close

    Description

      According to the documentation for DCP, upon receiving a request to close a stream, the server is intended to respond with a success for the Close Stream, and then dispatch a message as part of the 'stream' indicating that the stream has actually closed.  It would appear that the server is not correctly sending the Stream End message to indicate that the stream has been closed.
