Eventing rebalance hangs if there are ~50M timers present on eventing node

    Description

      Build: 5.5.0-1632
      Steps to reproduce-
      -Have cluster 3KV + 1Eventing node
      -Create 50M timers.
      -Wait for timers to start executing
      -Add one more eventing node and rebalance
      Observe that rebalance gets stuck ~95%
