Reenable "flush" bucket for Membase buckets

In the 1.0.3 product we gave the administrator the ability to flush a bucket by
pressing a button in the UI. This came up again in the forums but it is not
available in the 1.6 product.

Please add this functionality back in. The rest call is:
POST /pools/default/buckets/default/controller/doFlush

I agree that it's useful. But it's a bit more than just enabling it in GUI. And
P5 doesn't seem appropriate.

Making sure Sharon and Frank have it on radar.
