ns_server to stop calling query service's ssl_cert endpoint

    Description

      Once the query service employs cbauth's RegisterTLSRefreshCallback API to get notified whenever there is a change in server certs or client cert auth state, ns_server needs to stop invoking the query service's ssl_cert REST endpoint.
