Windows 2016 - Uninstall does not remove all files/folders

Install CB Server 5.5.0-1903 on Windows 2016

Uninstall the server. 

Expected result - All files and folders should be removed and backup directory is created. 

Actual Result - Backup directory is created, but all files/folders are not removed. 

Marking this as a test blocker as it blocks running regression tests.
