cluster admin role downgraded to not have permission to view data

    Description

      This role should have:

      1. Privileges equal to that of cluster admin
      2. The role should not have access to bucket data

      Note that similar to the Read-Only admin role, this role should not be able to view or set the bucket password – which doesn't make much difference since the bucket password is essentially not used anymore.

      Suggest we call the role "Cluster Admin Only".
