Rebalance in DGM scenarios is slow and unstable in recent Vulcan builds

    Description

      No action is required. This ticket is just for tracking purposes.

      Build 5.5.0-1990 (weekly build 5.5.0-1979 was badly affected by MB-28253).

      All current rebalance issues are most likely caused by known performance regressions (MB-28373, MB-28387, MB-28044, and etc).

      We had only one successful run so far and even that run was 5x slower than previous stable Vulcan builds.

      Other runs sporadically fail.
