Improve Vulcan log collect UI error message

    Description

      Using Vulcan, build 1979, if you provide a log collection temporary directory which isn't writable by the couchbase user, a generic error that log collection failed is presented.  See attached screenshot.   We should improve this error to direct the user that it's a permissions error.
