Rollback did not triggered on cbas when CC node is rebalancing out and rollback is triggered on KV.

    Description

      1. Create a cluster with 1 KV and 3 cbas nodes and a default bucket.
      2. Setup CBAS:

      create bucket default_bucket with {"name":"default"};
      		 
      create shadow dataset default_ds on default_bucket;
      		 
      connect bucket default_bucket

      3. Ingest 100k docs.
      4. Stop persistence on KV node.
      5. Add 50k docs more in KV and make sure that has been ingested to CBAS.
      6. Now kill memcached on KV and observe that in few seconds docs in KV will be 100k.
      7. Check for the documents count in CBAS and it will always be 150k. Hence rollback did not triggered.
