Blocker Description
As of vulcan, 'Clear Artifacts' option is shown at Deployment time and not at Undeploy. Accidental creation of timers with a bad deployed code cannot be cleared due to this issue.
Also, there is also no option(REST or CLI) to clear the Timers created once the function is Undeployed.
To alleviate these issues, it will be much useful if the option to 'Clear Artifacts' is shown at Undeployment. The resulting lifecycle flow(attached state transition diagram) will also be much simpler.
