It is too restrictive to only allow index creation when there is no connections on a shadow bucket

    Description

      Currently, Analytics only support index creation when a shadow dataset has no open connections. 

      In the production scenarios, very often administrator has a need to create additional indexes to address performance issues. It would be inconvenient if the administrator has to wait for the bucket to be free of connection in order to add new indexes.
