[windows] : Rebalance hang when online upgrade using swap rebalance from 4.6.2 to 4.6.5

    Description

      Steps to repro
      1) Created a 3 node cluster on 4.6.2-3905
      2) Create a bucket
      3) Started data population, 3M docs.
      4) While 3 in progress remove 2 nodes(4.6.2-3905) , add 2 nodes(4.6.5-4732) and do swap rebalance.

      Rebalance hangs. Logs attached.

      Not sure if it same as MB-29541.

      I have also created core dump. It should be located @ 
      C:\Users\Administrator\AppData\Local\Temp\2 for each of the nodes(There might be a couple of duplicate cores, you can pick the latest one)
