Mixed mode cluster of 5.0 and 5.5 shows eventing while adding services from 5.5 node

    Description

      Steps to repro
      1) Created a 2 node 5.0.1 cluster (kv)
      2) Added 1 kv node of 5.5
      3) Login to newly added 5.5 node and try to eventing node, it gets added and rebalance works fine.

      We should not allow eventing node to be added even if one of the node is lesser than 5.5 version.
