Add option to auto-rebalance after auto-failover

    Description

      Customer would like to have auto-rebalance after a node has been automatically failed-over. It allows to re-created replicas and have another auto-failover (quota would be reset to 0)

      Also, this is useful when you have replicateToOne activated on a cluster. Indeed you cannot write if your replicas are not available on the failed node. (auto-rebalance would solve the issue).

      The auto-rebalance can have after a configurable timeout (say 30 mins) of the failed node not coming back up. The rebalance should take the node out of the cluster.
