[Backport MB-29982] - Projector: Add timeout and retry around auth requests to memcached

    Description

      As seen in the CBSE, auth requests to memcached can some times get stuck forever stalling index builds. This MB is to add a deterministic timeout and retry around those requests as a safe guard measure. The actual issue as to why the requests get stuck still needs to be investigated separately.
