      Rebalance out only made 0.0194% complete for cbas after 6 hrs. Even when we stop all the load and queries

      [2018-09-02T22:15:03-07:00, sequoiatools/couchbase-cli:a1f974] rebalance -c 172.23.96.206:8091 --server-remove 172.23.96.214 -u Administrator -p password
