Couchbase alerts should include memcached connections saturation

    Description

      Request:

      Couchbase Admin UI alerts do not include the saturation of memcached connections. The babysitter logs complain "Too many connections".

      Similar to metadata overhead and Diskspace at various thresholds, if the memcached process reaches a certain threshold (for example: 20K connections on either 11210 or 11207) of connections, an alert should be sent to the users indicating the problem.
