Rebalance percentage displayed on analytics nodes decreases towards the end

    Description

      1. Cluster with 1 KV and 2 CBAS nodes
      2. Load 200k documents on KV
      3. Create datasets, secondary index on CBAS
      4. Rebalance in a CBAS node

      We noticed the rebalance % displayed for analytics node on UI decreases towards the end and then rebalance completes.

      Ex: 4.5% --> 12.* % --> 20.4% --> 33 % --> 4.5% -->8.5% --> rebalance completes
