engine enforcement of platform specific size constraints

Need to check sizes against platform specific constraints and not startup if requested sizes cannot be accomodated.

Needs to be enforced on all engines, so maybe in bucket engine?

needs to consider windows and linux specific differences (and there seem to be different flavors of Windows 32 bit)
