Rebalance in hangs with high ops with delete workload

      Script to Repro

      ./testrunner -i /tmp/win10-bucket-ops.ini -p  -t rebalance.rebalance_high_ops_pillowfight.RebalanceHighOpsWithPillowFight.test_rebalance_in_with_delete_workload,nodes_in=1,replicas=1,nodes_init=2,items=6000000,batch_size=1000,rate_limit=100000,instances=2,threads=5,loader=high_ops

      Rebalance hung at 42% for more than 9 hours. I aborted the job after that and ran cbcollect_info.

      This is the first time we are running this in madhatter.
