Tuning of Memory use, especially for D>R

This is a parent task to summarize the objectives

several items should be considered:

*Better ejection policy than random
*Investigate better heuristics than always going to Low Watermark on eviction. In normal operation staying closer to HIgh Watermark might be more desirable
