[CX] Allow Concurrent DDLs

Due to implicit link management on DDLs (create/drop dataset/index) implemented in MB-29724, DDLs now require holding a write lock on the connection lock to ensure that if a DDL suspends the connection, another DDL wont be executed with the assumption that the link isn't connected, otherwise the connection could be resumed by the first DDL before the second DDL finish execution.
