Investigate ordering of read access

Ordering read accesses to reflect location on disk is expected to increase read throughput.

Areas to consider:
1) ordering by block layout on disk
2) reducing contention between different files (i.e. files being in different location on disk so intereaving reads from multiple files should be minimized). Likely this will be a latency vs throughout optimization
