Replication stuck after bucket recreation

Found whilst trying to recreate a performance regression. Recreates on current kv master - 71ab21fdca5c21b9db455fecaef06d3fe1cdeced.

Environment
Mancouch
LD_LIBRARY_PATH=../install/lib/ COUCHBASE_CPU_COUNT=2 ./cluster_run -n2

Issue
Replication gets stuck after load phase (no ops, dcp replication queue remains constant at a non-zero value)

Steps to reproduce

1. Create bucket (51200MB size, everything else default)
2. Run load phase - not sure if necessary

   time cbc-pillowfight -U localhost:9000/bucket1 -u admin -P admin1 --batch-size 1000 --num-items=20000000 --min-size 256 --max-size 256 --persist-to 0 --replicate-to 0 --populate-only --num-threads 12

3. Wait for queue to drain
4. Delete bucket
5. Wait for orphan bucket warning to disappear from Activity in UI
6. Create bucket with same name as first
7. Run load phase
8. Observe dcp replication queue stats - stuck at non-zero value
