Support drop index replica

    Description

      Currently GSI only supports dropping an index. It is good to have the ability to be able to drop only a replica of an index. This can be useful if one replica has run into issues. Dropping a replica would allow the system to still function(by routing traffic to available replicas). The user can repair the lost replica using existing replica repair mechanisms.
