Allow drop index to work when indexer is crashing

    Description

      If indexer goes into a crash/restart mode (due to issues with index storage etc), currently there is no way to drop the faulty index and get the indexer back up online. It is important to have the ability to be able to process drop index while indexer is bootstrapping. The dropped indexes/replicas can be marked as deleted in the bootstrap and ignored.
