      Overview Description

      When performing an offline upgrade to a mad-hatter build, all of the node config was lost. The UI came up asking for me to setup a cluster.

      Steps to Reproduce

      1. Install a released Couchbase Server, (5.5 was used in this example). A single node cluster is enough.
      2. Create all sample buckets
      3. Shutdown Couchbase Server
      4. Install the new Couchbase Server, for logging I used msiexec directly (also tested by double clicking package)
        • Tested with 6.5.0-2374 - couchbase-server-enterprise_6.5.0-2374-windows_amd64.msi
        • msiexec /i C:\Users\jim_w_walker\Downloads\couchbase-server-enterprise_6.5.0-2374-windows_amd64.msi /L*ve log_650.txt
      5. After installation, visit web UI.

      Expected Results

      Web UI shows new CB version and all existing config.

      Actual Results

      Web UI shows "Setup Cluster" wizard

      Note the database files still exist, just all config has been wiped out
