[CX] IPCHandles are leaked on node rebalance out

    Description

      When a node is rebalanced-out of the cluster, its IPCHandles on the CC will be in closed state but they will not be removed from the registered IPCHandles on the IPCConnectionManager, and therefore they will never be garbage collected. In addition, IPC handles of incoming connections just keep growing with every non-CC node restart and are never unregistered.
