Rebalance failed at the end when remove a node out of cluster

Details

    Description

      Install Couchbase server 5.0.0 on 2 centos 7.6 servers (224 and 225).
      Create a cluster of 2 nodes.
      Create default bucket and load 1000 docs to default bucket.
      Install Couchbase server 6.5.0-2715 on 2 other centos 7.6 servers (226 and 227).
      Add node 226 and 227 to 5.0.0 cluster above.
      Remove 2 nodes 224 and 225 out of cluster.
      Rebalance (swap rebalance) to upgrade cluster from 5.0.0 to 6.5.0.
      Rebalance failed at the end with errors:
